Worker Consultation, Representation and Participation Strategy 2024-2027

The Worker Consultation, Representation and Participation Strategy 2024–2027 (PDF, 10.62 MB) (Worker Consultation Strategy) is a three-year program of work that supports our vision where Queensland workers are healthy and safe through effective worker consultation, representation and participation.

The Worker Consultation Strategy identifies key deliverables that will support Workplace Health and Safety Queensland (WHSQ) to secure compliance and enable duty holders to ensure compliance with parts 5-7 of the Work Health and Safety Act 2011 (WHS Act). It is designed to empower health and safety representatives (HSRs) and support other consultative mechanisms by promoting the importance of effective worker consultation, representation and participation in reducing work-related harm.

The four key priority areas for the Worker Consultation Strategy are:Worker Consultation Strategy

  • Influencing behaviours – helping persons conducting a business or undertaking (PCBU) and workers understand the legislation and appreciate the importance of prioritising worker consultation, representation and participation.
  • Developing capability – undertaking education and engagement activities to help PCBUs and workers develop their ability to manage work health and safety risks through implementing effective worker consultation, representation and participation processes.
  • Building confidence – empowering and supporting HSRs and health and safety committee (HSC) members to build the knowledge, skills and confidence to effectively perform their roles.
  • Continually improving – providing regular opportunities for professional development to maximise the capability of WHSQ’s workforce to regulate effectively and provide support to workers, PCBUs and HSRs in effectively implementing worker consultation, representation and participation processes.
